Terry Sanford Institute of Public Policy Smoking Policy

Effective May 14, 2007, the Terry Sanford Institute of Public Policy asks that smoking is prohibited in or at the entrances of the Sanford Building and Rubenstein Hall. This includes the area adjacent to the traffic circle, the bike rack at the Towerview Drive entrance and the loading dock areas of both buildings. The Institute has setup a location on the right hand side of the drive into the PPS Parking Lot. The area has smoking receptacles and a picnic table. This is the only location where smoking is allowed at the Institute. The Directors asks that everyone observe the guidelines about smoking set by the University in the Staff Handbook and respect the policy set by the Sanford Institute.

Please advise all students, staff and faculty members affiliated with the Sanford Institute of this smoking policy for both buildings.

Terry Sanford Institute of Public Policy Alcohol Policy

INTRODUCTION
Persons are expected to know and abide by all applicable state and federal laws and University policies and procedures. Ultimately, people are responsible for their own behavior; however, if a Duke University or Non-Duke University organization provides alcohol as part of their event they share in the responsibility to provide a safe environment for all attendees. The Sponsoring Group, which is the group or organization responsible for paying any costs associated with the event, will be held accountable for any and all violations of this policy. Sanctions for a violation may include, but are not limited to, loss of space reservation privileges, loss of student group recognition, or other sanctions pursuant to the University Judicial Code.

REQUIREMENTS
The following requirements must be met at all functions at the Institute where alcohol is served:

  1. No alcohol is permitted for undergraduate student sponsored events at the Sanford Institute.
  2. There must be a licensed bartender with his/her own liquor license who provides professional bartending for any group over 50 attendees. Groups with attendance of 50 attendees or less may serve alcohol so long as one representative from the Sponsoring Group is present at the event and follows the requirements listed in this policy statement.
  3. Every event serving alcohol should have one person from the Sponsoring Group for every 50 people attending the event.
    1. Members of Sponsoring Groups include staff and/or faculty from Institute Centers and Programs, Sponsoring Group staff, Institute Party Monitors.
      1. i. To become an Institute Party Monitor the person should be at least a graduate level student and taken and passed the Institute Party Monitor training.
  4. At least one person (preferably two) from the Sponsoring Group must be designated as the Responsible Contact(s) for the event.
    1. Responsible Contacts must be present at the event from beginning to end.
    2. Responsible Contacts should not consume alcohol immediately prior to or during the event.
    3. The Responsible Contacts are responsible for overseeing and ensuring the safety of the event, the distribution of alcohol, and the implementation of this Policy.
    4. Responsible Contacts are to introduce themselves to the University Police as well as any security guards and serve as the point persons with these agencies.
    5. Responsible Contacts will carry a cell phone, which will be turned on, with them at all times during the event.
    6. Responsible Contacts, with the assistance of University Police and security guards as needed, must be able to shut down an event if this policy is not being implemented effectively or if other problems arise.
  5. Advertising or other communication that references the availability of alcohol at a function may not promote alcohol as the focus of the event or promote excessive drinking. Advertising and other communications are subject to the Event Coordinator’s discretion.
  6. Access to the event must be limited to invitees and controlled throughout the event. For outdoor events, special steps must be taken (for example, tents with sides or other significant barriers) to control access and delineate the area for the event. The Sanford Institute reserves the right to require that Sponsoring Groups provide security for events.
  7. A sufficient amount of alternative, nonalcoholic beverages must be available at all events where alcohol is present. The amount of alternate non-alcoholic beverages is subject to the Event Coordinator’s discretion.
  8. A sufficient amount of food must be available at all events where alcohol is present. The amount of food is subject to the Event Coordinator’s discretion.
  9. If individuals under age 21 will be attending the function, the Sponsoring Group is responsible for ensuring that they are not served any alcohol, and must take appropriate precautions. Such precautions should include instructions to the bartender to ask for proof of age whenever there is any possibility that an individual is under 21.
  10. Only one source (i.e. one bar setup) of alcohol is permitted per 50 guests.
  11. The Sanford Institute reserves the right to refuse event reservations.

It is recognized that this document cannot address, in specific fashion, all possible social situations that may occur. Where these procedures are not specific on a particular point, individual and organizational hosts are expected to conduct their social events and themselves in the spirit of social responsibility consistent with these procedures.
