Custom Programs
DCID designs and delivers customized educational and training programs for organizations and government agencies from developing and transition countries. Drawing from the world-renowned faculty at Duke’s Sanford Institute for Public Policy and the Duke Center for International Development, these programs are designed to meet the specific capacity-building needs of our clients. Programs can range in duration from three days to a full academic semester, and can take place in-country and/or at Duke University. Depending on client needs, programs focus on a particular public policy topic or can encompass a broad range of policy areas and management skills.
Past programs have included an 18-week executive development course for senior officers of the Government of China, a three-week foreign direct investment workshop for the Tianjin Economic Development Area, an eight-week program for officers of the Indian Administrative Service, and a four-week program for provincial civil service officers of the Government of Uttar Pradesh in India. SAFEA
For the past five years, DCID has provided training for the State Administration of Foreign Experts Affairs (SAFEA), People’s Republic of China. Each year, 30 mid- and senior-level officials from various ministries within China’s central government live in Durham for 18 weeks and take courses on topics such as public finance, policy analysis, management, negotiation and conflict resolution, and environmental policy.
In addition to classroom training, the SAFEA participants meet with and learn from civic and business leaders through site visits to various institutions and organizations throughout the Research Triangle Region, including the UNC School of Government, the Supreme Court of North Carolina, the North Carolina Legislature, SAS Institute, and Cisco. The group also travels to Washington, D.C., and New York City where they attend meetings at international organizations such as the World Bank and the United Nations and visit many popular U.S. monuments and landmarks.
Indian Administrative Service (IAS) Training
DCID has a three-year contract with the Government of India, Department of Personnel and Training, to provide eight weeks of training per year for up to 150 mid-career officers from the Indian Administrative Service (IAS). Each year, DCID faculty members lead workshops and present lectures for six consecutive weeks at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, India. Following this in-country experience, the IAS officers spend two weeks on campus at Duke University engaging in a combination of classroom workshops and professional trips to various regional organizations and government offices. The course of study has been developed to include topics of relevance such as social sector policy analysis and implementation; financial, economic and risk analysis; and project finance, project management and budgeting. Program workshops and lectures are led by international faculty and practitioners from India, Duke University and other universities and public and private sector organizations. This contract commenced in 2007.
Uttar Pradesh Training Program
DCID has a three-year contract with the Indian state of Uttar Pradesh, Department of Appointment and Personnel, to provide training and workshops for groups of up to 40 mid-career Provincial Civil Service officers twice each year. The first program took place in November, 2007. Each four-week program includes two weeks at the Uttar Pradesh Academy of Administration & Management in Lucknow, India, followed by two weeks on campus at Duke University. While at Duke, participants are provided with intensive classroom instruction in the areas of economic development and fiscal management; service delivery and social change; and other topics of relevance. Lectures and workshops are led by international faculty and practitioners from India, Duke University and other universities and public and private sector organizations. In addition, DCID organizes a variety of field visits to government offices and notable area businesses.
TEDA
In 2006, DCID completed a three-year contract with the Tianjin Economic-Technological Development Area (TEDA) of Northern China. Each year, 40 participants from various offices and departments enrolled in this three-week program at Duke University, which consisted of courses in economic development, strategic management, foreign direct investment, analytical decision-making, and other related topics. Participants also benefited from field trips to local government offices and private-sector agencies.
