Budgeting and Financial Management in the Public Sector
The Budgeting and Financial Management in the Public Sector (BUDGET) program is designed for budget analysts, economists, accountants, auditors and administrators in the central ministries of finance and planning, state or provincial level ministries of finance and planning, sector ministries, major spending departments or agencies, public enterprises and aid agencies. The program is organized around four modules: budget and the national economy; budget processes and frameworks; budgeting and financial management techniques; and public sector reform.
Participants are exposed to specific issues and skills in areas including negotiations, revenue forecasting, performance budgeting, debt management, foreign aid management and fiscal decentralization.
The course is a combination of theoretical concepts and techniques, and practical applications based on experience in the field. Participants have the opportunity to analyze and present budget reforms based on these experiences. This program lasts three weeks.
Faculty
Dr. Graham Glenday and Dr. GP Shukla co-direct the program. Drs. Glenday and Shukla each have over 20 years of experience in public finance, tax policy and other fiscal reform matters. Additional instructors include faculty members from Duke University as well as senior practitioners dealing with issues of budgeting and instruments of financial management in the public sector. In past years, the workshop faculty included: Dr. Malcolm McPherson, Dr. Richard Goldman, and Dr. Bruce Bolnick from Harvard University, Mr Paul Cramer from the Concord Conflict Management Group, Prof John L. Mikesell of Indiana University, Dr. Schiavo-Campo of the World Bank, and Mr. Tej Prakash from the International Monetary Fund.
